Arsenal have already held preliminary negotiations with Neto's agency about a possible transfer to the Emirates club.

According to the source, Mikel Arteta's team has "pole position" to sign the 24-year-old ahead of Chelsea.

Meanwhile, Chelsea announced the resignation of Nicky Evrard, a 29-year-old goalie.

Chelsea announced on their website on Friday that Evrard had departed the Premier League west London club on a permanent transfer to PSV Eindhoven in the Netherlands.
